Rod gained his wide knowledge of the development industry over 33 years. After graduating in 1978, he worked in Brisbane, Mt Isa, Gladstone and Toogoolawah for RC Todd and Associates, specialising in photogrammetry and mapping. He became Chief Surveyor with Australasian Mapping Services in 1981. In 1984 he worked as a Cadastral Surveyor in Warwick with Ian Dougall & Partners. Rod Cullen & Associates was established in Hervey Bay in 1987. The practice successfully expanded and in partnership with Adrian Couper, became Cullen & Couper Pty Ltd in 1991. Rod is responsible for all aspects of development consultancy, focusing on town planning activities. He completed a Graduate Diploma in Urban and Regional Planning from the University of New England, graduating with merit in 2001. |

John Broe has gained extensive experience in cadastral, topographic and photogrammetric surveys during the past 27 years. He began his career as a graduate surveyor with JW Mott & Associates, Brisbane becoming licensed in 1985. He joined John MacIsaac and Associates, Cairns in 1988 where he took up full time involvement in computer operations. John joined in partnership with Rod Cullen and Adrian Couper after joining the company in 1991 where he manages the environmental division of the practice. In response to the increasing importance and the legislative complexity of environmental issues, John completed the Graduate Diploma of Natural Resources in 2000. John has since gained further experience in Contaminated Land Investigation, having been project manager for several sites ranging from relatively straight forward sites to mote complex sites containing many potential contaminants. Vegetation management has also been an area of interest with expertise gained in the Vegetation Management Act and Regional Ecosystem Mapping |

ADRIAN COUPER |

Adrian Couper’s wide experience dates from 1974 with cadastral, engineering and mining tenure surveys, gained while working and travelling throughout Queensland with the Mines Department. He became Senior Surveyor with John MacIsaac and Associates in Cairns in 1988. Since beginning work in Hervey Bay in 1989, Adrian has worked to develop quality assurance and management strategies for the Company and is our Quality Assurance Manager. Additionally, Adrian performs the role of Field Survey Coordinator and takes pride in his abilities to successfully negotiate and provide desired outcomes for clients. |

RAY TABULO |

Ray specialises in the development and application of Geographic Information Systems (GIS) and has extensive experience in database management systems and the use of MAPINFO/MAPBASIC software. This has included GIS projects for petroleum well location, survey control, asset mapping, farm management and cadastral mapping. Ray has drawn on that experience to create a comprehensive Geographic Job Management System at Cullen & Couper. The system integrates cadastral information, public utility asset information, client details and plan database information. Operation of the system enables staff to quickly answer client enquires, to provide efficient land use analysis during client interviews and to effectively manage new and existing information thereby maximising the value of information. Experience gained since achieving the graduate diploma includes completion and documentation of the Pilot Study creating a survey accurate database to replace the graphical component of the DCDB. Ray was also involved for the duration of both the Noosa & Maroochydore survey accurate cadastre projects. His main areas of expertise include, project development, data management, quality assurance and cadastral adjustments. |

Dean joined Cullen & Couper in 2000 and has worked in most of the surveying fields that Cullen & Couper specialise in. He has experience in cadastral and engineering surveys, GPS surveying and is skilled in the use of Surveying & GIS software such as LISCAD, MapInfo and AutoCad. He is currently studying to complete the Bachelor of Spatial Science Technology through the University of Southern Queensland. |

Rebecca Pokarier joined Cullen & Couper Pty Ltd in October 2005 to take up the position of Financial and Office Manager. Rebecca holds a Bachelor of Commerce from the University of Southern Queensland and is currently studying for her CPA. Rebecca is responsible for auditing any feasibility work created within the practice. Her involvement in the firm brings a strong professional commitment to continued efficient servicing of our many clients and their projects. |
